What is ‘dodgy’ about this chart?

The Leitch Review of Skills education is a weighty tome from the Government that sets out policy for education and training for adults in the UK. One sharp eyed manager spotted this chart lurking in the appendicies.

Hint: Look at the vertical scale

Full answer: the index scale should start at zero. This chart has a vertical scale that starts at 80, and this tends to magnify the apparent importance of the differences between the countries. Productivity differences of 25% are important, but this chart tends to dramatise them.
